The
DETR has just published the latest incarnation of Planning Policy Guideline 13. PPG's
represent central government policy and are designed to guide local authorities in the
formulation of local planning policy.
PPG13
represents policy on transport and as such includes issues relating to aviation, including
General Aviation. Some of the key changes which affect GA include:-
The need for local
planning authorities to consider the role of small aerodromes in serving not only business
and recreational GA, but now also training and emergency services needs.
Local planning
authorities to consult with DETR's Airports Policy Division to identify and where
appropriate protect sites and surface access routes, both existing and potential
(including disused sites), which could help to enhance aviation infrastructure, and also

Avoid development at
or close to an aerodrome which is incompatible with any existing or potential aviation
operations.
These changes increase hopes that consideration
given to aerodromes by local authorities as they develop planning policy will be
bolstered. Greater store can be set by the full range of benefits aerodromes bring and
such sites can be preserved and protected from developments which so often result in
pressure being brought to bear on them.
