Last
week we reported the news that the Surrey Structure Plan
review has been delayed pending consideration of the new Regional Planning Guidance for
the South East (RPG9). The GAAC has
responded to the delay notification, drawing attention to the fact that Planning Policy
Guidance on transport (PPG13) has also recently been revised. Some pertinent extracts from
this guidance reads:-
"In formulating their plan policies
and proposals, and in determining planning applications, local authorities should take
account of the economic, environmental, and social impacts of GA on local and regional
economies."
"...identify and where appropriate
protect sites and surface access routes, both existing and potential (including disused
sites), which could help to enhance aviation infrastructure serving the regional and local
area..."
In contrast, Surrey's proposed policy DN9 on GA
focuses solely on environmental issues to determine that "Development likely to
cause an intensification of flying and other related activities at Redhill Aerodrome will
not be permitted." and that "The development of new airfields or the
reopening of disused airfields will not be permitted."

that as well as the recent publication of RPG9, PPG13 has also been recently revised and
that the council's proposed policy DN9 does not meet the advice given in PPG13 annex B. |
